Imagine the most chaotic, unorganized class you have ever had. If you were the teacher for a day, what would you do to make the class more conducive to a positive learning experience for all students?
In a hectic classroom I would first of all make an example of a few of them by calling a peace officer into the room to escourt two uncontrolable students. then ask another officer to stay and observe the class. Then I would print the classwork and place it on each individuals table.
Tell them they cannot work together but they can use books, if they talk the officer will escourt them out of the class to ISS. Then when the class is over I would give out class averages and tell them if they do not improve their outcome out of School will be less than desirable.
